The Henrico Education Foundation (HEF) is an independent 501(c)(3) nonprofit that works in partnership with Henrico County Public Schools to serve nearly 50,000 PK-12th grade students across 75 schools. Not only do they help fund after school and early learning programs, they also foster innovative initiatives that transform day-to-day education and lead to student success. Their strong ties with Henrico schools and its communities enable them to make an impact in both measurable and incalculable ways. HEF is the largest education foundation in Virginia, while Henrico County is the sixth largest school system in the Commonwealth.
The visible effects of being such a large foundation are evident in the year over year growth. HEF’s donations totaled $5.3 million in fiscal year 2023-2024 – almost $1.6 million more than the previous year. Jay Shively, chief development officer, shared, “We were overwhelmed by such a large increase in gifts. We are so grateful to have such a generous donor community that is eager to help fund excellence and innovation in our schools and provide programs that improve student outcomes. It is truly a group effort that makes our work possible.”
Each of HEF’s programs and events are closely tied to their mission to “strengthen schools by advancing impactful initiatives that improve student outcomes.” Robin Rowland, chief operating officer, says, “All of our actions are based on our core values: students first, engagement, continuous improvement, accountability, and equity. As we grow, we are very purposeful about staying focused on these pillars in all that we do. We remain steadfast in dedicating our resources to where we see great impact for our students and their families.”
HEF’s key programs and events include:
Community Learning Centers (CLCs)
CLCs are grant-funded, no-cost programs in designated schools, offering academic tutoring and enrichment activities to boost student achievement, attendance, and behavior. These centers serve as community hubs, integrating academics, health services, and youth development to support students and families beyond the traditional school day.
Learning & Discovery
A fee-based after-school offering that provides enriching experiences in a safe, affordable environment. HEF hosts programs for ten elementary schools and awards scholarships to financially disadvantaged students. In the summer months, they offer programs to prevent learning loss. Programs feature activities tailored to each school’s unique needs, developed in collaboration with school leadership, staff, and students.

Virginia Early Learning Partners (VAELP)
VAELP is an initiative of the Henrico Education Foundation that focuses on programs that build kindergarten readiness and increases access to eligible 3- and 4-year-olds to quality preschool programs.
LifeReady Solutions

As the Foundation has grown through the years, Robin says, “TowneBank has helped and offered us everything we need that we didn’t know we needed! Curt Straub, senior vice president and commercial banker, has guided us in how we invest for the future of the foundation. They see our long-term vision, and because of Curt’s guidance in growing our investments, we are able to do more in the present as we invest in the future. TowneBank isn’t just a bank - it is truly a partnership that we share.”
