It is with sadness that the Towne family learned of the passing of two of our beloved Dare County directors.

R.V. “Bobby” Owens, Jr.
12/21/1932 – 1/9/2024
Bobby Owens was a legendary figure who made an impact on the lives of those around him. He served on the TowneBank Dare County Board for a decade. Service was his calling from his early days in the U.S. Coast Guard. He went on to be a Dare County Commissioner for 22 years, 13 of them as the board’s chairman, making him the longest-serving commissioner. The Dare County Board recently dedicated their meeting room to Bobby, citing his invaluable contributions as a public servant who left an indelible mark on its citizens.
In 2017, at the age of 85, Bobby was elected Mayor of his beloved hometown of Manteo and served six years. He resided in his downtown Manteo home for more than 90 years. The Outer Banks Community Foundation paid tribute to Bobby with their Champion Award at their annual meeting in March. The award is presented to an individual who has demonstrated exceptional commitment to the Outer Banks. Bobby was recognized for his lifelong dedication and outstanding service to the Outer Banks community.
Bobby was predeceased by his wife Sarah Alford Owens and their daughter Lisa Hooper. We send condolences to his son, R.V. Owens III, daughter-in-law Julie, and his grandchildren and great-grandchildren.
Ray White
8/31/1944 – 2/18/2024
Ray White led a life dedicated to service and community involvement. After graduating from East Carolina University, he began work as a bank teller and eventually founded and served as president of OBX Bank which later evolved into TowneBank.
Beyond his professional accomplishments, Ray was committed to his community. He was a founding member of the Outer Banks Community Foundation and served on the board for 16 years because of his belief in the importance of giving back. Through his efforts, he inspired a culture of generosity that has enriched the lives of countless individuals and organizations. The Outer Banks Community Foundation paid tribute to Ray at its annual meeting recognizing his leadership and tireless efforts as vital to the organization’s success.
Ray also served on the Outer Banks Tourism Bureau, the Dare Education Foundation, the North Carolina Aquarium Society, and the North Carolina Wildlife Commission. The Towne family offers condolences to Ray’s wife, Linda, daughter McKenzie, and his brothers, nieces, and nephews.
